CSC - a rules-based bureaucracy, or a mission-based organisation?

I do think that CSC, relative to other government institutions I have experienced, is more mission-based. Much of it is self selection because of the type of people we attract and the work we do. But there have also been many days when you encounter people whose sole agenda is to straightjacket you so that they can maintain order and follow the rules just because.

How do we change the incentives in the system so that we are more of the latter, and less of the former?
